During a presentation to the Regents’ health subcommittee Wednesday, Bailey said the change helps the medical center address needs of its patients. Tugboat deckhand tests positive for drugs

WASHINGTON — Drug and alcohol tests were negative on the
apprentice steersman operating the tugboat Mel Oliver
involved in the July 23 accident that caused a large oil
spill on the Mississippi River. Tests on one of the
